For the most part, Athens, Ohio is calm and eccentric college town full of students and locals who know how to party. Each year the Princeton Review releases a ranking of what they deem to be the "Top Party Schools." Each year Ohio University in Athens, Ohio ranks high on that list and topped it in 2011. An annual Halloween Block Party plays host to thousands in the fall while "Fest" season kicks off in the Spring. The most notable of the "Fests" is "Palmer Fest" which closes down an entire section of the city and ends when the police shut it down.
